It's not THAT bad, but still could be better. Looking at 2666 MT/s memory, normal Vengeance costs around $90-$110 per stick, which gives around ~$1200-$1300 per kit. Even with two (completely unnecessary) fans, that's over $300 premium over individual kits. Little nuts.
Manufacturing costs for basic 16GB 2133 MT/s memory are in $43-49 (depending on DRAM source, in-house fab or bought @ auction) per stick AFAIK, and from there it only goes up due to binning. Heatspreaders add ~$3-5, couple bucks for packaging, and everything else is markup (they are not charity organizations, but corporations). Don't forget that markup is divided between manufacturer, distributor and endpoint retailer.

only the first has any meaningful unit cost. warehouse space, per unit, is in the hundreths of a cent. manufacturing (really, assembly of OPP) isn't much, either.
$300 over individual isn't nuts, unless it's a myth these kits are tested so all sticks are similar, and I'm guessing Corsair is picking already validated dual stick kits and validating them again on a 12x configuration, the extra ventilators with their assembly, plus some bulkier packaging, all that adds up.
